FIELD: construction.;SUBSTANCE: method includes actions to damage ice cover of a river and to erect a water barrier. The ice cover of the river is damaged by multiple parallel through slits 8. The water barrier 1 is erected in the form of an ice dam on a potentially flooded coast 5. The dam is built from ice blocks received as a result of sawing works on the river.
