PROBLEM TO BE SOLVED: To create a van stuffing work plan capable of efficiently mounting a load, and suppressing convergence of a work load.SOLUTION: A van stuffing work plan creation device comprises: a storage part having container data and load data; a mount order list creating part for creating a mount order list indicating a mount order of the load, based on the load data; a layout creation part for, determining a combination of containers for mounting the loads, based on the load data and the container data, and determining positions for mounting the loads to the determined containers in an order of the mount order list; and a layout evaluation part for evaluating mount positions of the loads to the containers, created by the layout creation part. The load data includes information indicating a stock number of the loads, and the mount order list creating part mounts the loads whose ratio of the stock number is high relative to a number of loads to be mounted preferentially, relative to loads whose ratio of the stock number is low relative to a number of loads to be mounted.SELECTED DRAWING: Figure 1
