PROBLEM TO BE SOLVED: To determine a vertex layout place as a layout place of a base station and a convex polygonal layout pattern as a layout pattern of cells.;SOLUTION: A calculation device for a layout place and a layout pattern includes: an input unit that receives a target first two-dimensional plane for covering, a second two-dimensional plane including the first two-dimensional plane, and a set of vertex layout candidate places each having a cost and distributed within the second two-dimensional plane; a polygon listing unit that lists candidates of convex polygons satisfying the conditions to form a convex polygon and candidates of line segments to be the sides of convex polygons; a layout place and layout pattern calculation unit that calculates layout places of vertices to minimize the layout cost of vertices and a layout pattern of convex polygons, under the condition that the convex polygons are laid without overlapping or without leaving a gap on the first two-dimensional plane; and an output unit that outputs the calculated vertex layout places and the layout pattern of convex polygons.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2016,JPO&INPIT
