PROBLEM TO BE SOLVED: To provide a control signal generation circuit and a video display device or the like for reducing power consumption by the luminance control of a backlight corresponding to a video signal, and minimizing a sense of discomfort in picture quality.SOLUTION: In a control signal generation circuit 60 having: a first circuit part 60A for controlling the lighting quantity of each pixel of a display panel on which a plurality of pixels including white sub-pixels are arranged on the basis of the input video signal; and a second circuit part 60B for controlling the luminance of a backlight for illuminating the display panel from behind. The second circuit part 60B calculates a saturation featured value in one frame from the saturation value of each pixel, and generates a signal for luminance control of the backlight on the basis of this, and calculates a luminance increase rate by using the saturation value of each pixel and the saturation featured value, and the first circuit part 60A performs the luminance reduction processing of each pixel in accordance with the luminance increase rate, and compensates the saturation of each pixel in accordance with the lighting quantity of the white sub-pixels.
