PROBLEM TO BE SOLVED: To provide a method of manufacturing an ice road surface for rubber friction test, which allows an ice road surface to be manufactured in a short time without disadvantages due to the reduction in transparency, and a rubber friction tester with the ice road surface.SOLUTION: The method of manufacturing an ice road surface 2 for rubber friction test, where an ice plate to which a rubber test piece is to be pressed is fixed to a frame member 21, comprises a step of fitting a first ice plate 2a into the frame member 21, a step of supplying water onto the frame member 21, and a step of making second ice 2b by freezing the water to fix the first ice 2a to the frame member 21.
