PROBLEM TO BE SOLVED: To provide a method for predicting the friction resistance increase rate of a rough surface that is simple, has no individual difference, and can quickly obtain evaluation results.SOLUTION: For a rough surface in contact with a fluid having a different flow velocity and having a different roughness wavelength, a total exposure roughness projection area A (hereinafter, being referred to as "exposure roughness projection area A") per unit area exposed from a viscous bottom layer thickness is evaluated.
