PROBLEM TO BE SOLVED: To provide a technique capable of more appropriately selecting an object subjected to an urgent request from among a plurality of emergency contacts than a prior art.SOLUTION: A report processor includes: a transmission unit 22d for transmitting first notification showing reception of notification to points of contact of a plurality of registrants corresponding to a user when the notification is received; a receiving unit 22e for receiving second notification including information showing whether an urgent response to the home 10 of a user can be accepted or not, which is a response from the registrant to the first notification, location information, and information on a transit time to the home of a user by self-assessment; a determination unit 22f for determining two or more candidates capable of rushing to the home of a user; a first specification unit 22g for automatically calculating a transit time for each candidate to specify a first candidate whose transit time is shorter than other candidates; a second specification unit 22h for specifying a second candidate whose transit time is shorter than other candidates based on information on a transit time by self-assessment; and a display control unit for making a display device display information showing the first candidate and the second candidate.SELECTED DRAWING: Figure 1
