PROBLEM TO BE SOLVED: To detect a signal cycle with high accuracy.;SOLUTION: An LPF unit 120 receiving a rectangular pulse signal PS sent from a signal generation source 210 generates a signal LS in which a fall change via a prescribed value is a change in a monotonous decrease in a period of the time width of a sampling cycle including a point time to be the prescribed value by making low frequency components of the signal PS selectively pass through. In the case that an AD conversion unit 130 detects a signal value of such a signal LS in sampling cycles, and that a via-time calculation unit 140 determines that a change in two signal values that are continuously detected is a decrease change and that a signal value goes through a prescribed value between sampling times of the two signal values, information of via-times when the signal value of the signal LS becomes the prescribed value is calculated on the basis of the two signal values.
