PROBLEM TO BE SOLVED: To provide a manufacturing condition determination method, a manufacturing condition determination device, and a manufacturing condition determination program of a cold rolled steel sheet capable of determining manufacturing conditions of a cold rolled steel sheet having desired mechanical properties without carrying out trial and error by experiments.;SOLUTION: The manufacturing condition determination method includes: a target structure determination step for determining a target ferrite fraction or the like for obtaining desired mechanical properties; a manufacturing condition input step; a continuous annealing time calculation step; an austenite grain size calculation step; a ferrite fraction calculation step; a martensite hardness calculation step; a structure comparison and judge step for judging whether a difference of the target ferrite fraction or the like and the ferrite fraction or the like exceeds a predetermined certain threshold value or not; and a manufacturing condition correction step for correcting a heating temperature, a quenching temperature, and a tempering temperature input in the manufacturing condition input step based on the judging result.
