Systems and methods for generating a plurality of incentive offers for use on a road are provided. Multiple incentive offers may be generated by the service provider server. The plurality of incentive offers may be generated by a computer having at least one processor identifying at least one usage condition associated with the passage point based at least in part on historical passage data. Generating a plurality of incentive offers may include generating one or more offers for a plurality of electronic toll paths configured to enable at least one usage condition associated with a transit point. Further, the method may provide for facilitating distribution of one or more incentive offers to users.
