PROBLEM TO BE SOLVED: To provide an arsenic reducing material and method which can easily, quickly, and inexpensively remove arsenic from an object to be treated.SOLUTION: The inventors of the present invention have found out that an arsenic reducing material having an excellent capacity of capturing water and arsenic eluting from solid can be produced by bringing high-temperature and high-pressure water into contact with blast furnace slag. An arsenic reducing material relating to the present invention is formed of blast furnace slag, of which the surface layer has been modified by being brought into contact with the high-temperature and high-pressure water. An arsenic reducing method relating to the present invention includes a step of reducing the content of arsenic in an object to be treated by bringing the blast furnace slag, of which the surface layer has been modified by being brought into contact with the high-temperature and high-pressure water, into contact with the object to be treated.
