PROBLEM TO BE SOLVED: To provide a technology in which a measurement part is determined to be in a congestive state.;SOLUTION: A congestion determination device includes: a first acquisition means for acquiring a physical quantity according to the posture and the movement of a mounting part mounted on a living body or a measurement part for measuring pulse waves of the living body; a second acquisition means for acquiring measurement signals based on the received light quantity, light with which the measurement part is irradiated being transmitted through or reflected from the measurement part; and a determination means for determining that the measurement part is in the congestive state when the physical quantity acquired in the first acquisition means and the measurement signals acquired in the second acquisition means satisfy predetermined conditions.;COPYRIGHT: (C)2013,JPO&INPIT
