PROBLEM TO BE SOLVED: To provide a blinking measuring device and a blinking measuring method, capable of discriminating irregular blinking as an index related to a biological state.SOLUTION: In the blinking measuring device 1, an imaging part 5 images an eye 100 of a measurement subject (imaging process). On the basis of the image of the eye 100 imaged by the imaging part 5, a blinking discrimination part 7 discriminates blinking, in which three or more extreme values appear in the time change of the acceleration of an eyelid closed and opened in one blinking by the measurement subject, as the irregular blinking (blinking discriminating process). Thus, the irregular blinking, accompanied by the intermittent movement of the eyelid (fine movement of the eyelid) when closing the eye or when opening the eye (that is, the irregular blinking with the stop or opening of the eyelid appearing in the middle of closing the eye or with the stop or closing of the eyelid appearing in the middle of opening the eye), is detected.
