PROBLEM TO BE SOLVED: To distribute appropriate discovery information to a user device without making the user device acquire and transmit positional information.;SOLUTION: A distribution device in a mobile communication network comprises: an access point for communicating with a user device by using a radio interface which is different from that used for communicating with a base station in the mobile communication network; retention means for retaining information showing correspondence with a cell in the mobile communication network in which the access point is installed; and transmission means which transmits a request message including information showing a specified cell in the mobile communication network to a mobility management device when the information showing the specified cell is input, and transmits discovery information including information showing an access point in a cell in which the user device is present to each user device included in a list of user devices which are in the specified cell and have established control links with the mobility management device when receiving the list as a response to the request message.;COPYRIGHT: (C)2014,JPO&INPIT
