PROBLEM TO BE SOLVED: To select an optimal device and optimal control by selecting an energy conversion device and simulating the operation.SOLUTION: In a simulation apparatus, an input section 11 selects client needs from a needs list 31 and a device selection section 12 selects a device while referring to device data in a device data storage section 32 which is fulfilled and updated by communicating with external traders. In addition, a program selection section 13 selects a control program from among control programs in a control program storage section 33 which is fulfilled and updated by communicating with place controllers 7 and 70 which perform similar control using similar devices, and in accordance with the selected control program, a simulation section 14 implements simulation while referring to the device data and formulas stored in the control program storage section 33. The simulation is implemented multiple times while switching conditions and programs, thereby selecting an optimal device and control.
