The present invention relates to a novel process of synthesizing environmentally benign, highly biodegradable, antioxidant an d antimicrobial activity exhibiting bio-initiator from Azadirachta indica A.Juss. by surface modification for use in polymerization reaction and product thereof. The process involves extracting any plant parts of Azadirachta indica A.Juss. with plurality of solvents and concentrating to form pure Azadirachta indica A.Juss. extract. Then the extract is dissolved in atleast one suitable solve nt and atleast one basic compound is added for maintaining high basic medium under inert atmosphere for a predetermined time to form a mixture. Further the mixture is cooled to 00C and atleast one halo compound is added to the cooled mixture and stirred for a predetermined time at ambient temperature to form a solid gel. Finally the solid gel is washed with water, sodium carbonate a nd calcium carbonate to purify and neutralize the solid gel for plurality of times and dried under vacuum at a predetermined temperature to obtain the surface modified Azadirachta indicia bio-initiator.
