This cylinder device comprises: a cylinder (1); an outer tube (12); a piston (2); a piston rod (3); a rod guide (16); a first common passage (200) through which an operating oil supplied to and discharged from a rod-side chamber (110) passes; a pipe (13) that forms a portion of the first common passage (200), and that is arranged inside a reservoir tank (130); a pipe holder (14) that is provided between the pipe (13) and the rod guide (16), and that holds one end of the pipe (13); and a plug (15) that is provided on a side of the pipe holder (14) opposite from the pipe (13), and that has a throttle passage (15a) that links the first common passage (200) and the reservoir tank (130).
