This server is provided with: an assignment unit which, in accordance with an assignment order of multiple meter reader employees in a meter reader employee management unit and an assignment order of areas in an area management unit, switches the area that each meter reader employee is responsible for and assigns the switched areas to each meter reader employee; and an instruction unit which instructs the assigned meter reader employees to read meters in the corresponding area.
