Provided are an electric power system monitoring control system and an electric power system monitoring control program that suppress deterioration in the monitoring control function of an electric power system and that enable a monitoring control server to monitor and control an operation hub outside control thereof. A plurality of operation hubs 2A to 2E, a plurality of monitoring control servers 1A to 1E, and a maintenance server M are connected via a network N. The maintenance server M includes: a modification data extraction unit 23 that extracts modification data with respect to a facility database; an operation start date extraction unit 41 that extracts information about an operation start date included in the modification data extracted by the modification data extraction unit 23; and an integration unit 42 that integrates, on the basis of the information about the operation start date extracted by the operation start date extraction unit 41, the modification data in the facility database in a time series.
