To provide an electric power monitoring control system, an electric power monitoring control device, a program for electric power monitoring control device, and an electric power monitoring control method that can reduce a delay in transmission time of video information of an electric power system.SOLUTION: An electric power monitoring control system comprises: an electric power monitoring control device 2m having a transmission control part 6m which performs, based upon traffic observed by a communication relay part 3m, data compression on video information of an electric power system in an object area stored in a storage part 4m to generate compressed video information, and encodes and transmits the video information to a communication line 9 through the communication relay part 3m; and an electric power monitoring control device 2a having a decoding part 5a which decodes the encoded compressed video information transmitted from the transmission control part 6m of the electric power monitoring control device 2m, and a display part 7a which displays the compressed video information decoded by the decoding part 5a.SELECTED DRAWING: Figure 1
