The present invention provides a van packing work plan generation device and van packing work plan generation method for generating a van packing work plan with which cargo can be loaded efficiently and the concentration of a workload can be suppressed. This van packing work plan generation device has: a storage unit that has container data and cargo data; a loading order list generation unit that generates, on the basis of the cargo data, a loading order list indicating the loading order for the cargo; a layout generation unit that determines, on the basis of the cargo data and container data, the combination of containers into which the cargo is loaded, and determines the location at which the cargo is loaded into the determined container in the order of the loading order list; and a layout evaluation unit that evaluates the loading location of the cargo into the container, said location being generated by the layout generation unit. The loading data includes information indicating the stock quantity of the cargo, and the loading order list generation unit configures cargo of which the proportion of pieces in stock with respect to the number of pieces of cargo for loading is high to be loaded in advance of cargo of which the proportion of pieces in stock with respect to the number of pieces of cargo for loading stock is low.
