The present invention relates to a glass batch composition having soda-lime silicate-based waste glass from building and automobile windows and glass bottles, and borosilicate-based LCD waste glass as the main raw materials, and used for a soda-lime borosilicate-based sound absorbing and heat insulating material. More specifically, a glass batch composition for a soda-lime borosilicate-based sound absorbing and heat insulating material is provided, the batch composition comprising soda-lime silicate-based waste glass and borosilicate-based LCD waste glass which is generated from commercial manufacturing processes for display panels or modules or from waste modules of which the service life has ended, and the batch composition having, as the main raw materials, the soda-lime silicate-based waste glass and LCD waste glass which are characterized in that silica, sodium carbonate, and sodium sulfate are further included and at least one selected from among bora x pentahydrate and colemanite is added.
