[Problem] To provide a banknote identification device, a banknote processing device, and a banknote identification method by which it is possible to effectively determine whether a banknote is counterfeit by using a new counterfeit determination technique. [Solution] A banknote identification device 13 reads an image and identifies a banknote. The banknote identification device 13 is provided with the following: an image acquisition unit 121 that acquires an image from a banknote conveyed along a conveyance path; and a determination unit 112 that identifies a registration number region in the image acquired by the image acquisition unit 121, and according to whether the first character in the registration number region matches predetermined regulations, determines whether the banknote is counterfeit. The regulations used for the determination are stored in a memory unit 130.
