Provided are a method of manufacturing a florescent optical fiber thermometer and a florescent optical fiber thermometer, which is manufactured by a manufacturing method comprising: a step for filling the inside of a cylinder 15 with a mixture M1 obtained by mixing a fluorescent powder 13 and ceramic-based adhesive 14; a step for forming a phosphor 12 by heating the mixture M1 inside the cylinder 15 at a temperature of 70-200°C for curing; and a step for inserting a leading end of an optical fiber tube 11 to the cylinder 15 to cause the same to contact with the phosphor 12, and which consequently has a high heat resistant phosphor capable of maintaining an integrated state even in a high temperature, and which can measure temperature highly precisely even in an environment where a large amount of electromagnetic waves are generated.
