The present invention relates to a composition for promoting plant growth and a composition for preventing bacterial pustule disease in soybean, containing one or more kinds selected among the group consisting of: a Alcaligenes faecalis JBCS 1294 strain having an ability to induce salt damage resistance and growth promotion to a plant, which is accessed as accession no. KACC 91943P; a cultured product of the strain; a concentrate of the cultured product; and a dried cultured product.
