The present invention provides a system and a method of real-time pretreatment for measuring phosphorus concentrations before a Jar-test of a sample which is sampled from the introduced raw water, injecting coagulant, and measuring the phosphorus concentrations after the Jar-test of the sample. In addition, provided are a system and a method for controlling a coagulant injection rate injected in a site by using the phosphorus concentrations before the Jar-test of the sample, calculating coagulant efficiency of the sample by using the phosphorus concentrations before the Jar-test of the sample and the phosphorus concentrations after the Jar-test of the sample, and controlling the coagulant injection rate injected in a site by using the coagulant efficiency.;COPYRIGHT KIPO 2016
