The present invention provides a real-time preprocessing system and method for measuring a concentration of phosphorous before performing a jar test on a sample obtained by sampling introduced raw water, and measuring the concentration of phosphorous after injecting a coagulant and performing the jar test on the sample. The system and method of the present invention are configured to control an injection rate of the coagulant that is injected to a site by using the concentration of phosphorous before performing the jar test on the sample, to calculate efficiency of the coagulant of the sample by using the concentration of phosphorous both before performing the jar test on the sample and after performing the jar test on the same, and to control the injection rate of the coagulant that is injected to the site by using the efficiency of the coagulant.;COPYRIGHT KIPO 2016
