The polymer scaffold catalyst according to the present invention is stable in water and can be used in a process for producing glycerol carbonate since the catalyst can be easily separated and purified after the reaction. In addition, since the active element is not eluted and the catalytic activity is not lowered even after reuse, the economical efficiency of the glycerol carbonate production process can be dramatically improved.
