The present invention relates to a transition metal-substituted vanadium dioxide composite coated with inorganic oxide. Provided are a method for manufacturing a transition metal-substituted vanadium dioxide composite coated with inorganic oxide through a process for coating different kinds of inorganic oxides at the same time, and the transition metal-substituted vanadium dioxide composite coated with inorganic oxide manufactured thereby. According to the present invention, the vanadium dioxide with a substituted transition metal whose transition temperature is in an available temperature range for a real life is coated with two kinds of inorganic oxides such as silica, titanium dioxide, etc. at the same time, thereby inhibiting additional oxidation of the vanadium dioxide. Therefore, a film having a stable heat transfer effect, self-cleaning properties, and high visibility can be manufactured.
