Provided in the present invention is a cosmetic composition reducing skin wrinkles or moisturizing the skin by functionalizing soybean and barley, which are representative food ingredients. Specifically, the cosmetic composition according to the present invention comprises a fermented compound of soybean and barley including yeast-fermented soybean having increased contents of daidzein and genistein, and yeast-fermented barley having increased contents of -glucan, thereby having an excellent total skin beauty effect of reducing skin wrinkles and increasing skin moisture.
