The present invention provides an implant base material with a hydroxyl group embedded on a surface, and a zirconium-based implant having a linker and a modified surface. Furthermore, the present invention provides the zirconium-based implant for inducing or promoting osteogenesis, which includes a growth and differentiation factor (GDF), wherein the GDF is fixed on the linker in the implant with the modified surface. The zirconium-based implant having the modified surface according to the present invention can be manufacture through a click reaction which is a simple and safe process and has high yield. The linker manufactured through the click reaction and on the implant base material allows heparin or the GDF to be fixated on the implant in a stable and easy manner. Also, the zirconium-based implant for inducing or promoting osteogenesis according to the present invention releases the GDF slowly for a long time, and thus can prevent osteoinductive factors from being released in an early stage and enhance osteogenesis and osseointegration of the implant by inducing or promoting differentiation or proliferation of osteoblast cells.;COPYRIGHT KIPO 2016
