The present invention relates to a virtualization evolved packet core (EPC) system and a seamless handover method between SDN-based gateways in the virtualization EPC system. To this end, the present invention includes: a vEPC manager assigning an IP address and a TEID of a terminal at a hypervisor level; an open virtual switch (openvswitch: OVS) based on a software supporting an open flow protocol at the hypervisor level; a MME including a mobile core control module establishing a routing rule table; at least one S/PGW CP implemented by integrating a control plane (CP) of a SGW and a CP of a PGW; and at least one S/PGW DP implemented by integrating a data plane (DP) of the SGW and a DP of the PGW.
