The present invention relates to a user terminal and a method to provide traffic safety information by using the same. According to an embodiment of the present invention, the user terminal includes: a movement sensing part sensing movement information of a vehicle or pedestrian; a communication part transmitting the sensed movement information to a cloud platform, and receiving a warning message from the platform; a danger information alarm part outputting the received warning message; and a data collecting part collecting data about neighboring sounds and images of the user when receiving the warning message. The communication part transmits the data about the sounds or images to the cloud platform when receiving a data request message from the could platform due to an accident. Therefore, the present invention is capable of preventing car accidents by warning a driver and a pedestrian of the probability of collision between the pedestrian and the car. Moreover, the present invention is capable of comprehensively determining a car accident by using data about neighboring sounds and images of the accident scene.
