The present invention relates to a system for producing seedlings. The system for producing seedlings comprises: a rooting room provided in a space where a constant temperature and constant humidity are maintained, and grafted seedlings are rooted; a plurality of carts accommodated and installed in the rooting room, and loaded with the grafted seedlings rooted by an emitted LED light source; a plurality of rain protection plugs installed and suspended on the ceiling of the rooting room to apply power to the LED light source installed on the carts; and a plurality of rain protection sockets installed on the upper ends of the carts in an upward direction, into which the rain protection plugs are plugged to conduct electricity to the LED light source installed on the carts.
