The present invention provides a device and a method to estimate an ultrasonic absolute nonlinear parameter using an ultrasonic relative nonlinear parameter, capable of accurately and quantitatively diagnose degradation of a material in an easy method by estimating the ultrasonic absolute nonlinear parameter based on the ultrasonic relative nonlinear parameter. According to an embodiment of the present invention, the device to estimate the ultrasonic absolute nonlinear parameter using the ultrasonic relative nonlinear parameter comprises: an ultrasonic wave transferring unit transferring an ultrasonic signal of a single frequency into a base specimen; an ultrasonic wave receiving unit receiving each ultrasonic signal reflected or transmitted inside the base specimen, and an object to be tested; a signal processing unit measuring a relative nonlinear parameter of the object to be tested and the base specimen using the received ultrasonic signals, respectively; and an absolute nonlinear parameter measuring unit measuring the absolute nonlinear parameter of the object to be tested based on the absolute nonlinear parameter of the base specimen and the measured relative nonlinear parameter.
