The present invention relates to an ultra-silent asphalt modifier and a method for producing undrained ultra-silent asphalt concrete using the same and, more particularly, to a method for producing undrained ultra-silent asphalt concrete by using an ultra-silent asphalt modifier containing a high-elasticity resin and a plastic copolymer. Because the undrained ultra-silent asphalt concrete is produced by the ultra-silent asphalt modifier containing the high-elasticity resin being used and an aggregate structure having a discontinuous particle size distribution being coupled, a noise reduction effect can be maintained for an extended period of time after road pavement. In addition, when asphalt concrete is produced by the use of the ultra-silent asphalt modifier according to the present invention, the undrained ultra-silent asphalt concrete with a high level of durability can be provided based on a high level of high-temperature stability, deformation resistance, elasticity maintenance at a room temperature, a high level of cracking resistance, a low level of surface porosity, impermeableness, a low level of moisture sensitivity, and improved aging resistance.;COPYRIGHT KIPO 2016
