The present invention relates to a rise and fall hydrant which is ordinarily inserted into the ground not to protrude from over the ground, and which is lifted up over the ground only when the rise and fall hydrant is used, and more specifically, to a rise and fall hydrant with an automatic water drain valve, which completely and externally discharges remaining fire fighting water inside the rise and fall hydrant after the use thereof, and when not in use, the automatic water drain valve is used to automatically block underground water from flowing into the rise and fall hydrant, thus preventing fire fighting water from being properly discharged by freezing of the rise and fall hydrant due to freezing caused by the flow of underground water or remaining underground water or frozen fire fighting water in winter.
