The present invention relates to a method for improving small business management and supporting regeneration establishment, including the steps of: (a) requesting a consultation on closedown liquidation; (b) applying for issuance of a barter trade (BT) card of a small business; (c) issuing the BT card and transmitting the same to a small business server; (d) performing diagnosis of management of the small business with the issued BT card; (e) providing cash to the small business server; and (f) issuing a trade credit (TC) and transmitting the same to the small business server.
