The present invention relates to a method for manufacturing a multi-layered filter from rice husk by-products, wherein the method comprises the steps of: a) obtaining cooking residues and cooking liquor after performing a cooking treatment for rice husk; b) separating rice husk silica from the cooking liquor; c) attaching the rice husk silica to a surface of a support; d) manufacturing carbonized rice husk by carbonizing the rice husk; e) forming a carbonized rice husk layer by applying carbonized rice husk slurry including the carbonized rice husk on one side or both sides of the support; f) manufacturing rice husk felt by using the cooking residues; g) and stacking the rice husk felt on one side of the carbonized rice husk layer and hardening the carbonized rice husk layer. The multi-layered filter according to the present invention can effectively filter fine floating matters and germs in various sizes.
