FIELD: tobacco industry.;SUBSTANCE: invention relates to cigarette paper with low burning capacity and cigarette containing such paper. Cigarette paper with low burning capacity has the first coating layer located in the burnt section combusted during smoking and the second coating layer located in the cigarette stub section, where smoking is stopped, herewith the specific weight of the first coating layer is less than specific weight of the second coating layer, while the combustion section corresponds to distance a1, on which the first coating layer is spaced from the first end of the cigarette paper with low burning capacity at a distance from 5 to about 45 mm, and the cigarette stub section corresponds to distance a4, on which the second coating layer is spaced from the second end of the cigarette paper with low burning capacity at a distance from about 7 to approximately 31 mm.;EFFECT: technical results of the invention are ensuring safe smouldering and maintaining the cigarette taste.;13 cl, 2 ex, 2 tbl, 5 dwg
