PROBLEM TO BE SOLVED: To provide a flooding risk diagnosis apparatus, a flooding risk diagnostic method, a controller, and a computer program which can diagnose the risk of flooding in real time and provide a user with easy-to-understand results of the diagnosis at the same time in the diagnosis of the risk of flooding in a diagnosis target area.SOLUTION: The flooding risk diagnosis apparatus according to an embodiment includes: a parameter generating unit; an analysis model constructing unit; an outflow analysis unit; and a flooding analysis unit. The parameter generating unit generates a parameter necessary for constructing an analysis model for diagnosing the risk of flooding in a diagnosis target area based on a flow rate calculation table. The analysis model constructing unit constructs an analysis model based on the flow rate calculation table and the parameter. The outflow analysis unit calculates the flow rate for each tube path in a small drain area based on the analysis model. The flooding analysis unit calculates the degree of fullness of each tube path as an indicator of the risk of flooding in the small drain areas based on the flow rate of each tube path in the small drain area.SELECTED DRAWING: Figure 1
