A cluster analysis processing portion 18 performs cluster analysis by adding a waveform spectrum of a zero-phase current waveform to be analyzed to the waveform spectra memorized in the past data memorizing portion 19. An accident cause aggregating portion 20 determines which clusters the waveform spectrum of the zero-phase current waveform to be analyzed is classified into, and aggregates accident causes on the basis of the accident causes at the time of power system accidents in the past belonging to the cluster.
