PROBLEM TO BE SOLVED: To provide a power system accident cause estimation device that can estimate accident causes in percentage in order from an accident which is highly likely to happen and occurs at high frequencies.;SOLUTION: A waveform spectrum calculating portion 17 determines a waveform spectrum of a zero-phase current waveform in which positive/negative inversion and time elements of the zero-phase current waveform at the time of a power system accident are eliminated, and makes a past data memorizing portion 19 previously memorize waveform spectra of zero-phase current waveforms at the time of power system accidents in the past together with accident causes of the accidents. A cluster analysis processing portion 18 performs cluster analysis by adding a waveform spectrum of a zero-phase current waveform to be analyzed to the waveform spectra memorized in the past data memorizing portion 19. An accident cause aggregating portion 20 determines which clusters the waveform spectrum of the zero-phase current waveform to be analyzed is classified into, and aggregates accident causes on the basis of the accident causes at the time of power system accidents in the past belonging to the cluster.
