PROBLEM TO BE SOLVED: To provide a software hardware allocation device, a software hardware allocation method, and a software hardware allocation program in which an allocation time is shortened.;SOLUTION: The present invention has: a database in which is stored information for a user to create a functional model by wiring a plurality of divided elements; and a decomposition solution search unit for searching the functional model and a constraint condition for the solution of which divided element of the functional model should be allocated to software or hardware so as to meet the constraint condition. Stored in the database as information on divided elements are soft information inherent to software, hard information inherent to hardware, and the processing time of each of software and hardware.
