PROBLEM TO BE SOLVED: To provide a vehicle specification device and vehicle specification system including the vehicle specification device that can correctly specify a specific vehicle having a vehicle specific number equal to or more than two categories such as, for example, a large-sized truck, a taxi and the like attached to an outer surface.;SOLUTION: A vehicle specification device 10 specifies a vehicle that has a vehicle specific number equal to or more than two categories attached to an outer surface, and the vehicle specification device 10 comprises: an image acquisition unit 11; first and second vehicle number reading units 13 and 14; and a vehicle specification unit 16. The image acquisition unit 11 is configured to acquire images taken by a camera 20, and the first and second vehicle number reading units 13 and 14 are configured to read a number of a license plate 41 and a number of a display number plate 42 included in the image.
