PROBLEM TO BE SOLVED: To provide a vehicle specification device and vehicle specification system including the vehicle specification device that can determine whether an obligated display is properly implemented in a specific vehicle obligated to display vehicle specific numbers equal to or more than two categories.SOLUTION: A vehicle specification device 10 comprises: an image acquisition unit 11; a vehicle category discrimination unit 12a; a determination unit 12b; first and second vehicle number reading units 13 and 14; and a vehicle specification unit 16. The image acquisition unit 11 is configured to acquire images taken by a camera 20, and the vehicle category discrimination unit 12a is configured to discriminate vehicle categories of vehicles in the image. The determination unit 12b is configured to determine whether the vehicle is a specific vehicle obligated to display vehicle specific numbers equal to or more than two categories based on a result of the vehicle category discrimination. The first and second vehicle number reading units 13 and 14 are configured to check presence or absence of the vehicle specific number in the image, and read at least one vehicle specific number.
