PROBLEM TO BE SOLVED: To provide a coating agent for forming a water repellent film exhibiting water repellency equal to or more than a case of using a fluorine-containing alkoxysilane compound having a perfluoroalkyl group (Rf group) of C8 or more without generating a perfluorooctanoic acid (PFOA) exhibiting bioaccumulation potential.SOLUTION: There is provided a water repellent and oil repellent composition containing an incomplete condensed article Pcontaining a unit derived from a compound represented by the formula (1), further an incomplete condensed article Pby condensing a compound represented by the formula (2) and an alcoholic solvent. Formula (1): Rf-Y-A-Z-SiX, where Rf is a C1 to 6 Rf group, Y is an alkanediyl group, A is a connecting group, Z is an alkanediyl group and X is an alkoxy group.
