PROBLEM TO BE SOLVED: To provide a coating composition and a coating liquid capable of forming a water-repellent and oil-repellent film which can exhibit excellent water and oil repellency without containing a fluorine atom which may cause environmental pollution and to provide a coating liquid capable of forming a film on a base material composed of a plurality of different materials by using a single coating liquid.SOLUTION: There is provided a coating composition for forming a water-repellent and oil-repellent film which comprises a modified silicone compound and at least one compound selected from a compound having an isocyanate group and an urethane bond, a compound having an epoxy group, a compound having a hydroxyl group, a (meth)acrylic compound, an amino compound, a maleimide compound and a thiol compound.SELECTED DRAWING: Figure 1
