To provide a water- and oil-repellent material that can express excellent water and oil repellency without containing fluorine atoms to be a cause of environment pollution.SOLUTION: A coating composition for water- and oil-repellent film formation contains a compound having a plurality of isocyanate groups, a modified silicone compound having a plurality of functional groups to react with the isocyanate groups, polyethylene glycol and a crosslinker. Preferably, the modified silicone compound is mainly composed of a terminal hydroxy group-modified silicone compound and further contains a both terminal amine-modified silicone compound.SELECTED DRAWING: None
