This regional-index computation device is provided with a correlation-coefficient computation unit and a regional-index computation unit. The correlation-coefficient computation unit computes a correlation coefficient between historical values of a regional index and historical sensor-data values. The regional-index computation unit computes an estimated regional index on the basis of sensor data and the aforementioned correlation coefficient. The regional-index computation unit may also acquire sensor data in the form of the number of people appearing in a taken image and compute the estimated regional index on the basis of said number of people and the abovementioned correlation coefficient. The regional-index computation unit may also compute, on the basis of the number of people appearing in the aforementioned taken image and the abovementioned correlation coefficient, the estimated regional index in the form of the estimated population of a prescribed region.
