PROBLEM TO BE SOLVED: To provide a tunnel alarm system capable of notifying a driver of an alarm about an abnormality in a tunnel with a high informativeness and flash report property.SOLUTION: The tunnel alarm systems (1A, 1B, and 1C) include: a plurality of notification devices (2, 3, and 4) that are disposed in a tunnel (T) and create report position information indicating own device position when each of the systems is actuated; alarm creating means (24, 44, 44', 54, 64, and 64') for creating alarm messages on the basis of at least the report position information; a plurality of alarm issuing devices (25, 35, and 65) that are disposed in the tunnel and issue respective alarm messages; and an on-vehicle apparatus (7) that is disposed in a vehicle (V) and includes alarm receiving units (70 and 75) for receiving the alarm messages and an output unit (72) for outputting the alarm messages with voices, diagrams, or characters.
